On July 16, the "Regulations on the Reform of the Official Car System of the Central and State Organs" and the "Guiding Opinions on the Comprehensive Promotion of the Reform of the Official Car System" were officially released, and the reform of the Chinese bus was fully promoted.
According to the plan, before the end of 2014, the central and state organs should strive to basically complete the bus reform; before the end of 2015, the local party and government organs will be basically completed; in two to three years, the bus reform will be fully completed.
According to the plan, in principle, all party and government organs at all levels (including party committees, people's congresses, governments, political associations, trials, procuratorial organs, democratic parties and industrial and commercial associations, and people's organizations, mass organizations, and institutions managed by the Civil Service Law) all participate in the reform. Institutions, state-owned enterprises and state-owned financial enterprises shall be formulated separately.
According to the plan, the central and state organs participate in the vehicle reform in principle, in the staff of the department and below and at the local level and below.
The plan stipulates that the general official vehicles will be cancelled, and the necessary law enforcement duties, confidential communications, emergency, special professional technical vehicles and other vehicles equipped according to regulations will be retained. Each unit of the central and state organs may reserve 5 vehicles for communication and emergency vehicles.
The "Proposal" clarifies that after the reform, the ordinary official travel modes in the administrative area shall be selected by the public servants themselves, and socialized provision shall be implemented to provide appropriate public transportation subsidies. The subsidy standard for the central and state agencies is 1,300 yuan per person per month at the bureau level, 800 yuan per person per month at the department level, and 500 yuan per person per month at the department level and below.
The subsidy standard for frontier minority areas and other remote areas shall not exceed 150% of the standards of the central and state organs, and the general area shall not exceed 130%. The gap between subsidies in different regions of the same province (autonomous region, municipality directly under the Central Government) shall not exceed 20%.
