People from the China Chlor-Alkali Industry Association pointed out recently that the chlor-alkali industry still has the hidden danger of rapid expansion of its production capacity. In the process of global economic integration, industrial safety is facing challenges. Under the control of the country's macroeconomic policies, the chlor-alkali industry can only maintain long-term healthy and stable development only by relying on the continuous improvement of the overall technological level.
In 2006, the domestic production capacity and output of caustic soda all ranked first in the world, and China has become a veritable chlor-alkali country. Last year, the output of major domestic chlor-alkali products was: 15.11 million tons of caustic soda, a year-on-year increase of 19.4%; PVC 8.2384 million tons, an increase of 23.3%; a synthetic hydrochloric acid of 7.3508 million tons, an increase of 7.6%; calcium carbide 11.7753 million tons, a year-on-year increase of 27.7 %.
Statistics from the National Bureau of Statistics show that domestic caustic soda production capacity doubled between 2002 and 2006, and will increase by more than 2.5 million tons this year, and the total production capacity will exceed 20 million tons. According to the analysis, there are three reasons for the rapid growth of production capacity:
The first is the increase in demand. The previous demand for caustic soda was mainly in developed regions. In recent years, the development of the aluminum industry in Guizhou, Henan and Shanxi has become a new demand hot spot for caustic soda, and the rapid growth in demand has accelerated the rapid expansion of production capacity.
The second is blind expansion. Following the anti-dumping arbitration of PVC on September 30, 2003, anti-dumping cases of chloroform, trichloroethylene, hydrazine hydrate, epichlorohydrin, and neoprene were all followed. The imposition of anti-dumping duties has prevented the entry of foreign products and will inevitably lead to a substantial increase in prices in the domestic market. This will lead to blind investment by people inside and outside the industry, especially outside the industry.
The third is disorderly expansion. Some regions rely on certain resource advantages to plan and build large-scale chlor-alkali projects, which exacerbates the danger of overcapacity in the industry.
The rapid development of the chlor-alkali industry requires further adjustment of macro industrial policies. In order to limit the blind development of the industry, new access conditions are being formulated, and the access threshold for the chlor-alkali industry will increase.
At the same time, the “Eleventh Five-Year” countries proposed the goal of a 20% reduction in the energy consumption per 10,000 yuan of GDP, to ensure the achievement of goals, to limit the development of high energy-consuming products, and the national mandatory energy consumption standard “the energy consumption limit for caustic soda units”. It will also be released soon, the industrial structure of the chlor-alkali industry will be adjusted. In terms of environmental protection, the "Cleaner Production Evaluation Index System for the Caustic Soda/PVC Industry" has been released and the pressure on the industry will increase.
However, it is gratifying that in recent years, the chlor-alkali production process has also undergone tremendous changes. Among them, the traditional brine purification process has been replaced by membrane filtration technology. Membrane filtration using the new desulfurization root technology can prevent the passage of sulfate radicals, and the combination of sodium ions and sulfate radicals can produce by-product Glauber's salt.
In the past, the larger-scale diaphragm production process has been gradually replaced by the ion-exchange membrane process. In recent years, the new production capacity is mainly based on the ion membrane method. Last year, the output of caustic soda method exceeded the diaphragm caustic soda for the first time. In addition, the localization of ion-exchange membrane electrolyzers has promoted the development of ion-membrane electrolysis technology in China, which has led to a significant drop in the input cost of ion-exchange membrane equipment. In addition, the hydrogen chloride treatment level has also been greatly improved, and the turbine compressor has replaced the Nash pump with significant energy savings.
The progress of the industry's production process has laid a foundation for the improvement of the competitiveness of the chlor-alkali industry. However, the ion membrane used in the ion-exchange membrane process still needs to be purchased from abroad. Excessive dependence on foreign products will inevitably threaten the industrial safety of the chlor-alkali industry. Has shown some concern. The continuous improvement of the industry's overall level of craftsmanship will become the common expectation of the industry.
