Energy Internet is an important strategic support to promote China's energy revolution, and it is also considered by the industry as the next “enthusiasm”. It takes only one year from the formulation of the “Internet” national strategy to the introduction of top-level design, further confirming the unlimited prospects of the energy Internet. The introduction of the "Guiding Opinions" brings tremendous imagination to the transformation of the domestic energy industry, and the market space for the energy Internet will gradually become clear.

The "Guiding Opinions" for the first time explicitly put forward the definition of "Internet" smart energy (hereinafter referred to as "energy Internet"), which is a new form of development of the energy industry with deep integration of the Internet and energy production, transmission, storage, consumption, and energy markets. Intelligent features such as equipment intelligence, multi-energy coordination, information symmetry, decentralization of supply and demand, system flatness, and transaction opening are the main features. It is of great significance to increase the proportion of renewable energy, promote the clean and efficient use of fossil energy, increase the overall efficiency of energy, promote the opening up of energy markets and industrial upgrading, form new economic growth points, and raise the level of international energy cooperation.

Huang Wei, secretary-general of the China Urban Gas Association's Distributed Energy Professional Committee, said in an interview with a reporter from the China Energy News that the arrival of the Internet era of energy, more emphasis was placed on the thinking of the Internet, that is, “I am for everyone, people. The arrival of the "man-for-me" shared economy era has gradually changed from a single "one-to-many" to a "many-to-many" energy consumption structure.

Top ten tasks advance together

The Energy Internet will effectively promote the opening of the energy market and the upgrading of the energy industry. According to the "Guiding Opinions", the Energy Internet will plan to implement pilot demonstration projects in the next decade, and on this basis, it will gradually promote the large-scale application of the energy Internet and initially build an energy Internet industry system.

The establishment of the entire energy internet industry system needs to break the monopoly from the energy industry, the communications industry, the internet industry, the law, finance, capital, and other parties, and reconstruct the energy market structure. These include Internet sales, renewable energy transactions, distributed energy management systems, including plant energy management systems, building building energy management systems, home energy management systems, and regional energy management systems, community energy management systems and so on.

The "Guiding Opinions" clearly defined the ten major tasks in the construction of energy Internet and the development of the industry, involving the entire contents of the energy Internet industry chain. Including promoting the construction of intelligent energy production and consumption infrastructure; strengthening the construction of multi-energy collaborative integrated energy networks; promoting the deep integration of energy and information and communication infrastructure; creating an open and shared energy internet ecosystem, nurturing electricity sellers, integrated energy operators and Third-party value-added service providers and other new market players; developing new models for energy storage and electric vehicle applications; developing new models for smart energy use; nurturing green energy flexible trading market models; developing energy big data service applications; and promoting key technologies for energy Internet research; Build an internationally leading energy internet standard system.

"This means that the energy Internet related technologies, equipment, and management will be developed in tandem so that the energy Internet can be improved, and distributed energy is the 'binder' that can synthesize these important developments." Huang Wei said.

Competent authorities need to work together

The “Guidance Opinion” points the direction for the development of the energy internet from the national level. However, how to make the demonstration project of the energy internet really come true is the hottest issue in the industry. The "Guiding Opinions" pointed out that "from 2016 to 2018, we will focus on promoting pilot demonstration projects for the Internet of Energy and build a number of pilot demonstration projects of different types and sizes."

However, according to the reporter’s understanding, in the eyes of people in the industry, the previously proposed smart energy system, energy communes, pan energy network concepts and related project practices can all be called the components and prototypes of the energy internet, and the “Guidance Opinion” goes further. Using Internet thinking to guide and promote the technological concept of distributed energy.

“The future integration and practice of the Internet and distributed energy will open up new and larger market space for the development of distributed energy projects.” Huang Wei said, “This year, even under existing policies, distributed energy projects will be upgraded. As the number grows, the industry chain will absorb more types of jobs."

The prospects for the energy internet are good, but the lack of participation of the corresponding authorities is a bit difficult. In 2012, the Office of the Ministry of Housing and Urban-Rural Development had issued the “Notice on Launching Pilot Projects for Smart Cities in China”, and issued the “Interim Administrative Measures for Pilot National Smart Cities” and the “Pilot System for Pilot National Smart Cities (Districts and Towns)” (Trial). "Two documents began to promote the construction of smart cities. Regardless of the distributed energy or energy Internet demonstration projects, they should all belong to the urban energy category. Unfortunately, over the years, the competent authorities and the national energy related functional departments have not formed a good connection, and some demonstration projects have been advancing slowly.

"The launch of the Energy Internet pilot demonstration project is inseparable from the participation and leadership of the Ministry of Housing and Urban-Rural Development. The Ministry of Housing and Construction and local construction agencies should also take the lead together to accelerate the landing of concrete demonstration projects." Special Research Fellow, State Council Counsellor, China City Gas Association Distributed Energy Xu Xiaodong, director of the special committee, emphasized in an interview with this reporter.

He said that the development of the energy internet, including distributed sources, should achieve multi-agency cooperation. Through the adjustment of market mechanisms, national policies provide a route and direction, but specific routes should be given to practitioners to explore.
