The China Industry Association has issued the “Opinions on the Adjustment of the Industrial Structure of the Phosphate Fertilizer Industry”, which will strengthen the guidance and control of new phosphate fertilizer companies, prevent blind expansion, and shut down small and medium-sized enterprises that lack resources, have poor management, and have serious pollution. The China Phosphate Fertilizer Industry Association pointed out that due to the rapid development of China's phosphate fertilizer industry, the contradictions accumulated within the industry have also become more prominent. For example, overcapacity, single product, weak development of high-end fine chemical products, and weak technological innovation have seriously restricted the health of the industry. The development, coupled with the financial crisis has led to a weak domestic and foreign markets and the huge losses of high-priced raw materials companies, China's phosphate fertilizer industry is in trouble.
The “Opinions” clarified the focus and direction of the structural adjustment of the phosphate fertilizer industry, requiring enterprises to improve the utilization rate of middle and low grade phosphate ore, increase the availability of phosphorus resources, accelerate the industrialization of the selection and enrichment of middle and low grade phosphate ore, and increase the concentration of phosphate rock ore concentrates. The development and investment of technology will accelerate the industrialization of low-grade phosphate ore beneficiation, increase the degree of phosphorus resource protection, ensure the sustainable development of the phosphate fertilizer industry, and accelerate the industrialization and large-scale development of the kiln-process phosphoric acid technology, as kiln-phosphoric acid can not only The direct use of low-grade phosphate rock can also alleviate the shortage of sulfur resources in China.
At the same time, the Opinions require that phosphate fertilizer companies develop and use low-grade phosphate rock to produce new phosphate products, such as the use of low-grade phosphate rock and insoluble potassium minerals to produce molten phosphorus, the development of various controlled-release fertilizers, special fertilizers, and adjustment of phosphorus products. structure. In addition, the Opinions require that the phosphate fertilizer industry increase the comprehensive utilization of phosphogypsum, build 500,000 tons of sulfuric acid and gypsum sulfate, and produce 2 billion phosphogypsum standard bricks.
In terms of production processes, the Opinions require the phosphate fertilizer industry to achieve domestic production of wet-process phosphoric acid purification technologies, and to produce medium and high-grade phosphorus-based fine chemical products such as food grade, electronic grade phosphoric acid and phosphate. Do a good job of recovery of associated resources such as fluorine, iodine, and silicon, and produce anhydrous hydrogen fluoride, iodine, silicon, and their high value-added products.
The "Opinions" also pointed out that in order to optimize the allocation of resources and further increase industrial concentration and international competitiveness, the phosphate fertilizer industry must intensify industrial adjustment in accordance with the ideas of managing increments, adjusting stocks, pushing up pressure, and eliminating disadvantages. Through reorganization, mergers and acquisitions, etc., several large enterprise groups with international competitiveness are formed.
