Contrary to this, the policy of "small pressure on large thermal power plants" continues to advance. In 2010, 11 million kilowatts of small thermal power stations were shut down, and a total of 72.1 million kilowatts of small thermal power stations were shut down during the “Eleventh Five-Year Plan” period.
