China calls for postponement of the "Kyoto Protocol"

A senior representative of the Chinese delegation urged the international community to extend the time of the Kyoto Protocol on Friday. The protocol will expire in 2012. This is a controversial issue of the UN Climate Change Conference this week in Cancun, Mexico. .
Huang Huikang, special representative of the Chinese Ministry of Foreign Affairs’ climate change negotiations, mentioned the Kyoto Protocol at a press conference held in Cancun. He said that if the international climate change conference can produce any balanced results, it must be an extension of the Kyoto Protocol. (The Protocol) must have a second phase. If there is no such phase, there will be no balance.
When Huang Huikang made his remarks, nearly 200 delegates gathered in Cancun to decide how to move forward after the Kyoto Protocol expires. Last week, officials of various countries held several meetings to discuss which major climate issues will be decided next week at the concluding meeting of the high-level ministers.
Christiania Figueres, executive secretary of the conference secretariat, said at a press conference on Friday that it is very difficult for governments to decide what issues to present to the minister.
Canada, Japan and Russia have already expressed their opposition to the extension of the Kyoto Protocol. The protocol sets binding targets for emissions reductions in 37 industrial countries and throughout Europe.
The "Kyoto Protocol" mainly places emission reduction responsibilities on developed countries, so the protocol has gained good reputation in poorer countries.
Earlier this week, Yemen's chief negotiator, Abdulrahman Fadel Al-Eryani, on behalf of the Group of 77 developing countries, called for the richer countries to increase their technical and financial support to developing countries.
Huang Huikang said that developed countries have the obligation to provide environmental protection technologies to developing countries.
Huang Huikang said that the "Kyoto Protocol" is a necessary way to turn the organization's international power into a legal form.
