In other words, after September last year, a compound fertilizer production enterprise must apply to the quality supervision department to apply for a production license. It must also apply to the agricultural department for a fertilizer registration certificate. Only when the two certificates are complete can the compound fertilizer be produced and sold.
According to reports from companies, in fact, the contents of the applications for the two certificates are basically the same. They all include the basic situation of the company, the main active ingredients of the product, the main raw materials, production equipment, technological equipment, inspection and measurement equipment, and management systems. Because of the multi-headed management, the same compound fertilizer production enterprise must accept the supervision and random inspection of the quality supervision department, and must also receive supervision and spot checks from the agricultural sector. The same compound fertilizer product should be repeatedly subjected to two random inspections of the above two departments, and the same national standard adopted by the above two departments for supervision and spot checks is GBl5063-2001 “Compound Fertilizerâ€. This kind of repetitive labor has increased the workload of government departments and added to the burden on the manufacturers of compound fertilizers.
It is understood that there are currently more than 100 compound fertilizer companies in Yunnan Province. Due to the delay in time, only a handful of companies have obtained two certificates.
