Petrochemical industry needs to do fine work

On March 28th, more than 10 academicians of the Chinese Academy of Engineering and more than 30 experts in the five major pillar industries of petrochemical, steel, chemical building materials, papermaking and textile industries in Guangdong Province were invited to submit “Guangdong Industrial Energy Saving and Emission Reduction Consultation report. The petrochemical industry expert group proposed that to achieve energy conservation and emission reduction, it should do fine work and do fine work to complete the petrochemical industry.

The Petrochemical Experts Group proposed to reproduce the structural adjustment issue of the petrochemical industry. The petrochemical industry needs to extend its industrial chain, taking into account the balanced development of large, medium and small-sized enterprises, and attach importance to midstream product planning, development and capacity building with the upstream and downstream industries, and form a complete industrial chain. It is necessary to strive to develop in the direction of refinement, energy-saving emission reduction and careful planning, meticulous craftsmanship and product development. At the same time, it attached importance to the planning and regional optimization of the petrochemical park. It is recommended that enterprise elements (especially hydrogen and sulfur), material balance, and heat balance should be well prepared in a park with relatively concentrated production and large production scale. In the process of designing emission reduction technologies, energy conservation issues will be taken into consideration, reducing or eliminating pollution at the source and realizing waste recycling.

After investigating the Huizhou Zhonghai Shell Petrochemical Company and the Sinopec Guangzhou Branch, the petrochemical team led by Academician Wang Xiqing believes that the problems in the energy conservation and emission reduction of the Guangdong petrochemical industry are mainly reflected in the need for further optimization and implementation of the integrated development strategy of the refinery and chemical industry; Focusing on energy-saving and emission-reducing measures, we must strengthen the implementation of the strategy for the construction of the petrochemical industrial park; we must pay more attention to and implement energy system optimization (system energy-saving); there is still potential for wastewater reuse.

The consultancy report pointed out that Guangdong should vigorously develop a recycling economy and a low-carbon economy, promote the transformation of development methods, and support the energy conservation and transformation of enterprises through the “substitution by awards” approach.

At the same time, the consultancy report proposed that industrial transfer should be used as an opportunity to adjust the structure and build a modern industrial system. It is necessary and reasonable for Guangdong's industry to be moderately heavy. The key lies in where and in what form the development can be best received. The planned heavy industrial parks must realize the organic unity of economic benefits, social benefits, and environmental benefits. Developing modern service industries in order to reduce pollution is also faced with a choice: If there is no basis for modern manufacturing, there will be no demand for supply in the modern service industry. Therefore, in the process of industrial transfer, structural upgrading, and construction of a modern industrial system, there must be an “exit mechanism” for backward production capacity, so as to avoid causing a large number of people to lose their jobs and hinder social stability.
