A reporter asked that the draft amendment to the legislative law had been submitted to the General Assembly for deliberation yesterday. At the same time, taking into account the needs of local practical work, the draft amendment stipulates that local regulations should be formulated but the conditions are not yet mature. Due to the urgent need of administrative management, local government regulations may be formulated first.
Beijing’s tail-limit measures were implemented in the form of government documents and were defined as “local temporary measures”. Since October 2008, Beijing has implemented measures to restrict motor vehicles in accordance with the combination of the tail number. This measure has been extended nearly five times so far. The current limit measures will expire on April 10 this year.
Li Shixiang said this morning that the tail limit measures are now basically recognized by the society. After the expiration of April 10, this measure will be adhered to. As for whether or not to consider a local government regulation to solidify measures, he said that in general, a systematic analysis was carried out according to the implementation situation a few years ago, and then the government department investigated the feasibility. In addition, he introduced that this year will also strengthen measures in the supply and management of parking spaces, parking to adhere to regional differential charging.
