Wuhai Chemicals will fully complete its production in the first half of the year, and Junzheng Technology is expected to produce 250,000 tons of PVC in the first phase. In the first half of the year, Wuhai will have a production capacity of over 1 million tons of PVC and caustic soda, which can directly or indirectly digest raw coal, clean coal, calcium carbide and other raw materials on the spot, thereby realizing the value-added of on-site conversion of resources. The output of PVC and caustic soda in 2009 is expected to be around 500,000 tons. In order to achieve sustainable development, Wuhai will unswervingly build an important national PVC production base. By the end of the “Eleventh Five-Year Planâ€, it will have a production capacity of 2 million tons of PVC and 1 million tons of PVC. It will actively seek support for supporting support policies, policy subsidies, financial interest subsidies, and technological transformation funds. Wuhai City has already planned the production base of PVC seawater, the deep processing base of Haibo Bay, and the “6554†fine chemical base, etc. Now all work is progressing in an orderly manner. The next step will be to encourage the development of fine processing projects, scientific preparation of industrial development plans, strengthen the industry's norms and guidance, and proceed with the establishment of the Wuhai chlor-alkali chemical industry associations to form an industry self-regulatory institution that is relatively independent of the government’s macro regulation. Accelerate the formulation of the industrial planning for the extension and postponement of the PVC industry to enhance industrial competitiveness. Shut down and eliminate calcium carbide enterprises that do not meet the national industrial policy.
