Automobile production companies, as the main responsibility for the emission control of vehicles, must establish and improve an environmental protection production conformity assurance system, and effectively strengthen the environmental protection standard management, quality control of key components, and vehicles in the production process. Emissions self-inspection and other work to ensure that the actual production and sales of vehicles meet the requirements of the National Five standard. The Ministry of Environmental Protection will adopt regular inspections and random inspections to continuously increase the inspection of environmental compliance of motor vehicles and comprehensively strengthen environmental protection supervision of motor vehicle manufacturers. Gas vehicles that fail to meet the National Five standard will not be listed
The "Announcement" requires that local environmental protection agencies at all levels must strictly comply with the discharge standards in the work of regular inspections of motor vehicle exhaust emissions and the issuance of environmental protection certification marks. For vehicles that do not meet the standard requirements, environmental protection agencies at all levels shall not issue environmental protection inspection marks, and cooperate with the public security traffic management department to stop its registration in this administrative area. The Ministry of Environmental Protection shall, in accordance with law, impose penalties on the production, import, and sales of vehicles that exceed the standards.
