Northern LNG project starts

On September 28, a report from the Dalian Municipal Development and Reform Commission revealed that the Dalian LNG project, led by PetroChina with a total investment exceeding 10 billion yuan, has officially commenced construction on the Dagushan Peninsula. This marks a significant milestone in China's large-scale development of liquefied natural gas (LNG) infrastructure and reflects the country’s ongoing efforts to diversify its energy sources. According to officials from the Dalian Municipal Development and Reform Commission, the project is divided into three main components: ports, receiving terminals, and gas transmission pipelines. The first phase will have a capacity of 3 million tons per year, providing an annual gas supply of 4.2 billion cubic meters. The second phase will double this capacity to 6 million tons per year, with an annual gas supply of 8.4 billion cubic meters. The receiving station alone will cost 6.558 billion yuan and cover an area of 200,000 square meters. Industry experts note that this is currently the largest LNG project in northern China and a crucial element in enhancing the nation's energy security. Liquefied natural gas is considered a clean and environmentally friendly energy source, offering greater stability compared to liquefied petroleum gas. With rising global oil prices and growing environmental awareness, LNG projects are gaining momentum across the country. The Guangdong Dapeng LNG terminal, the first and only such facility in China, was commissioned last June with a planned annual capacity of 15 million tons. CNOOC has since launched additional LNG projects in Fujian and Shanghai, while the Rudong LNG Terminal, a joint venture between PetroChina, Pacific Oil and Gas Co., Ltd., and Jiangsu Guoxin Asset Management Group, is also under development. Reports suggest that CNPC is planning to build another LNG receiving terminal in Qinzhou. One of the key challenges for domestic LNG projects is securing a stable gas supply. While the Dalian Municipal Government has not yet disclosed the source of gas after the project's completion, recent developments indicate progress in securing long-term supplies. Shell recently signed a binding 20-year LNG supply agreement with PetroChina International Business Co., Ltd., under which it will supply 1 million tons of LNG annually. Additionally, PetroChina has entered into a 15-year contract with Australia’s Aussie Energy, starting in 2013, to receive 2 million tons of LNG each year. These agreements highlight the growing international collaboration in supporting China’s expanding LNG infrastructure.
